Job Description

Top Secret/SCI Management Position

Arlington, VA (On-Site/Office)

Duties

Duty 1: Applies expertise, develops, interprets, and implements policies and procedures to provide Department of the Air Force (DAF) strategic basing decisions based on the planning, programming, and budget guidance to facilitate the identification and determination of alternative ways to achieve the best mix of forces, equipment, and support attainable, within fiscal constraints, for major mission bed down actions supporting the National Defense Strategy.

Duty 2: Leads study teams and working groups to identify the need for special projects directed by the SECAF, CSAF, CSO, or AF/A8.

Duty 3: Prepares and presents high level briefings of conclusions; many being highly subjective and not readily susceptible to verification until actual operational situations are encountered.

Duty 4: Maintains a continuous liaison with other DAF, OSD, Joint Staff, other Service, and other DoD offices to ensure informed decision-making by senior DAF leadership.

  • Position is designated special-sensitive and requires access to Sensitive Compartmented Information (SCI), other intel-related SCI, or involvement in TS Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

  • Career Broadening positions are managed by AFPC/DPZ and are centrally funded.
  • Positions are established specifically to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of a high-potential, mid-level manager.
  • Career Broadening also provides training and developmental opportunities at various organizational levels.
  • These assignments offer the qualified candidate a unique assignment in that the candidates brings certain experience to the assignment while gaining new experiences in a different work environment.
  • TEMPORARY PROMOTION: If the position is filled as a temporary promotion, upon completion of the career broadening assignment, the temporary promotion may lead to permanent promotion without further competition.
  • Position is subject to random drug testing.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Overtime may be required as workload demands and in some cases with no notice due to urgency of time-sensitive matters.
  • Employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience includes the following:

  • Mastery knowledge in the substantive nature of agency programs and activities;
  • Knowledge of DAF concepts, principles, and practices and familiarity with the SPPBE processes and environmental impact analysis process;
  • Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air and Space Force strategic basing decisions for major mission bed down actions supporting the National Defense Strategy;
  • Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing;
  • Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied;
  • Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-14 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Mastery knowledge in the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes, methods, and techniques for assessing program development and/or execution and improving program effectiveness and efficiency.
  • Knowledge of DoD concepts, principles, and practices and familiarity with the SPPBE processes and environmental impact analysis process. Knowledge of a wide range of concepts, principles, and practices relating specifically to community planning, but also to financial management, real estate matters, logistics, and manpower.
  • Mastery knowledge in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of Air and Space Force strategic basing decisions for major mission bed down actions supporting the National Defense Strategy.
  • Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.
  • Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity studied.
  • Skill in coordinating extensive projects in assigned areas of responsibility at an appropriate level to develop plans including milestones, priorities, and documentation.
  • Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to plan, direct, and execute complex multi-faceted projects.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PCS restrictions: An employee selected to make a PCS to a Career Broadening assignment is restricted from making a second PCS for 12 months.
