Reports to: Tribal Court Administrator

Salary (Grade): $22.46/hr

Status: Reg. Full-Time (Non-Exempt)

Location: Winnebago Tribal Court 1000 Industrial Parkway, Winnebago NE 68071

Job Purpose & Position Overview:
This position is under the administrative supervision of the Tribal Court Administrator. The Crime Victim Specialist provides service assistance and information to victims of crimes on the Winnebago Indian Reservation; and acts as victim advocate protecting the rights of victims set forth by tribal, state, and federal ordinances and laws.

Specific Job Duties/Responsibilities:
  • Demonstrates the Winnebago Tribes core mission, vision, and values.
  • Maintain accurate and complete case file records and statistical reports for grant requirements.
  • Ensure all relevant documentation is included in clientele file/database.
  • Provides counseling, explanation of legal policies, and guidance to crime victims as their cases proceed through the criminal justice system.
  • Provide assistance to victims of crimes with restitution forms, in applying for crime victim compensation applications, and other court-related forms.
  • Assist victims in obtaining orders of protection.
  • Communicate and cooperate with the respective agencies in the assistance process, and to advise the assigned prosecutor of any developments in the case.
  • Stay abreast on court cases and be available for trial of said case for supportive service to the victim.
  • Assist victims in the expeditious return of recovered property.
  • Respond to crime scenes during designated on-call times to provide immediate emotional support and crisis response, including nights and weekends.
  • Determine any problems a victim may have because of being subpoenaed to appear in court; e.g., transportation, employer, child care problems, and assist to achieve an appropriate solution.
  • Schedule interviews for victims with local agencies, including prosecutors, probation, counseling services and/or child advocacy centers.
  • Refer the victims to appropriate community resources as needed.
  • Notify victims of specific case standing; on-going evaluation of status of case (s); and inform clientele of benefits of community resources and state/federal programs.
  • Provide transportation assistance to and from the U.S. Attorneys Office, grand jury, forensic interviews, hospitalizations and counseling services in the community.
  • Maintain the confidentiality of information about pending cases from the general public.
  • Inform the Assistant U.S. Attorney and Victim/Witness Specialist assigned to the case of Victim/Witness problems and concerns and opinions including some case disposition to help in the preparation of the Victim Information Questionnaire.
  • Occasional legal research and occasional clerical duties.

Required Qualifications/Skills:
  • Completion of a Bachelor of Arts, in the areas of criminal justice, human services, or other related fields.
  • Must have at least two years experience in counseling, crisis intervention, and conflict resolution, directly related to domestic violence or criminal assault. Must grant project management experience and/or have some experience working with law enforcement and/or legal personnel. An acceptable combination of experience and education will be considered.
  • Must meet drivers eligibility guidelines.
  • Must be able to work with all kinds of personalities and maintain the highest level of confidentiality as provided by the law.
  • Must be able to work independently.

  • Must be willing to attend meetings and trainings as requested.
Physical Requirements:
  • Normal to light office work which includes the ability to lift up to 10 lbs.
  • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
  • While performing daily duties, the employee is regularly required to talk and listen.

  • Ability to work as part of a team and/or with minimal to no supervision.
Language Requirements:
  • Must possess the ability to read, write, and speak the English language fluently.
  • Must be able to continually and effectively employ professional verbal and written communications skills.

  • All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
