About the Role:
As a Senior Environmental Engineer, you'll be a vital resource for environmental compliance, permitting, and regulatory expertise. You'll be responsible for a broad range of activities, from developing permit applications to providing expert guidance and training. Responsibilities:
- Permitting & Regulatory Compliance: Prepare and manage environmental permit applications, amendments, and renewals (including NSR non-attainment, Title V, and NSPS).
- Conduct regulatory applicability reviews and ensure timely submission of required notifications (NOCs).
- Develop and maintain essential environmental plans such as SWPPP and SPCC.
- Monitor site activities to ensure compliance with air, stormwater, potable water, solid waste, and wetlands regulations.
- Regulatory Expertise & Support: Provide expert regulatory expertise, coaching, and hands-on support to drive environmental compliance.
- Review new and updated rules, assess their impact, and propose procedural changes to ensure compliance.
- Provide environmental support to turnarounds and projects.
- Monitoring, Reporting & Auditing: Monitor site performance against permit and regulatory requirements, identifying opportunities for continuous improvement.
- Manage scheduled periodic reporting requirements to internal stakeholders and external agencies (federal, state, and local).
- Maintain contingency plans, conduct periodic site inspections, and conduct audits to verify compliance.
- Training & Collaboration: Develop and provide annual environmental training to plant personnel (e.g., waste handling).
- Participate in company-wide work groups as needed.
- Oversee the efforts of contract personnel assisting with environmental compliance.
- Waste Management: Update solid waste profiles and handling procedures.
- Coordinate waste removal from the site and sign hazardous waste manifests.
- Safety & Agency Interaction: Understand, support, and comply with all plant safety policies and procedures, including loss control software.
- Respond to agency enforcement actions by providing quality information.
- Host environmental inspections, provide information, and lead negotiations with regulatory agencies.
- Submit required regulatory reports and forms.
Qualifications:
- Bachelor's Degree in Chemical or Environmental Engineering (other technical degrees considered based on experience).
- 5+ years of experience in a related environmental field with knowledge of state and federal environmental regulations.
- Ability to acquire knowledge of plant operations.
- Must be willing to obtain TCEQ Visible Emissions Evaluator Certification and a TCEQ Class D Water Operator License.
- Excellent verbal and written communication skills and the ability to work independently and collaboratively.
Preferred Qualifications:
- Experience within a petrochemical, refining, or chemical manufacturing facility.
- Experience directly interfacing with state or federal regulatory agencies.
- Experience working with operators, maintenance technicians, and engineers.
Physical Requirements:
This role requires the ability to:
- Follow safety requirements and use personal protective equipment.
- Read and interpret technical documents in English.
- React to visual, aural, and other signals, and inspect work at various heights.
- Demonstrate specific vision abilities, including close, distance, color, peripheral, depth, and focus adjustment.
- Frequently bend, reach, lift, walk, and climb.
- Wear required personal protective equipment, including respirators.
- Sit or stand for extended periods and work at a computer.
- Reach overhead and at shoulder level.
- Work in potentially loud environments (hearing protection required).
- Demonstrate fine and gross hand manipulation.
- Work in temperature extremes.
- Walk significant distances, move about all areas of the plant, and climb stairs and ladders.
- Lift/carry/push/pull up to 25 pounds.
- Access confined spaces and pressure vessels.
- Climb up to 100 feet in height.
(Additional requirements may be required for ERT participation).
