Job Description

IESC is seeking consultants for the Skills for Better Jobs (C1.2) programme that aims to foster a mindset of service delivery among training institutions, with a focus on employers as ultimate clients, and better jobs for their trainees as ultimate outcomes, through providing demand-responsive and better-quality training. This position is contingent upon IESC winning the award. Candidates should be available to join the programme expected in September 2025. We will consider applications on a rolling basis and encourage early submissions.

Sector Specialist, Electronics

Roles and Responsibilities

· Support the PMU and training institutions to identify and understanding the structure of each targeted value chain in Cambodia,

· Undertake consultation and research to identify sector-specific training and human resource needs,

· Engage with sector lead firms to understand firm’s needs for collaboration with the TVET system

· Manage day to day relationships with sector actors such as SSCs, industry bodies and relevant government stakeholders.

Minimum Qualifications

· Graduate degree (MSc.MA/MBA) in electronics or automotive or relevant fields or a track record of holding positions requiring a graduate-degree level of knowledge and competencies;

· At least 5 years of industrial experience in identified Electronics and Automotive as priority sectors;15

· Experience in skills training and collaboration between sector and training institutions is a plus.

· Fluency in English and Khmer
