Position Overview

JMark is seeking a mission-driven HUMINT Staff Officer to support policy and programs for HUMINT & Sensitive Activities Directorate within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) .

This position is more than policyits about program engagement and ongoing Liaison work across the Defense HUMINT enterprise. Policy develop and program oversight shape the future of human intelligence operations on a global scale. You will serve as a strategic liaison and trusted advisor, working with other DoD HUMINT components. Ongoing research and engagement serve to guide policy refinement, program enhancement packages and position paper for Senior Defense Leaders and Congressional involvement with some of the Departments most mission-critical activities.

From developing policy and briefing senior leaders to coordinating interagency or Defense Attache engagements your work will directly impact the integrity, agility, and effectiveness of DoD HUMINT operations. Key Responsibilities and Success Factors

Liaison and Coordination

Serve as a key liaison with Defense HUMINT Executors (DHEs) and other DoD Components executing human intelligence collection and Military Source Operations.

Coordinate schedules, logistics, and read-ahead materials for Staff Assistance Visits (SAVs) to DHEs and other HUMINT-focused engagements.

Policy Development and Oversight

Draft, revise, and deliver reports, briefings, and compliance assessments related to HUMINT operations.

Provide informed recommendations and staff packages in support of updates to:

Interrogation-related oversight and guidance

Briefing and Reporting

Prepare high-level briefings, talking points, and policy positions for senior leadership meetings.

Develop staff packages to support DoD leadership in responding to Congressional inquiries regarding Questionable Intelligence Activities and Significant or Highly Sensitive Matters .

Education and Minimum Qualifications

U.S. Citizenship and active TS/SCI clearance required.

Bachelors Degree required.

Minimum 3 years of experience in policy development for DoD HUMINT operations.

Minimum 3 years of experience conducting oversight reviews, compliance assessments, or reporting related to DoD HUMINT missions.

Demonstrated expertise in intelligence coordination, with strong analytical, organizational, and written communication skills .

Ability to thrive in high-pressure, fast-paced environments with shifting priorities and sensitive subject matter.
