The Chief Administrative Officer is responsible for a variety of functions such as, budget development, capital planning, financial management, resource allocation, information technology management analysis, human capital management, and related administrative services.

The Chief Administrative Officer is responsible for a variety of functions such as, budget development, capital planning, financial management, resource allocation, information technology management analysis, human capital management, and related administrative services.

Duties And Responsibilities

Oversees and manages one or more of the Department's administrative service clusters including but not limited to Human Resources, Information Technology, Procurement, and Capital Planning. Performs duties and special assignments independently, exercising complete judgment within the purview of established rules, regulations, and policies of the DC Department of Parks and Recreation. Develops program outlines, curriculum, oversight, and strategic management of human resource strategy, organization design, fiscal efficiency, and agency performance metrics.

Works on highly complex projects and implements resolutions independently. Exercises authority for making final determinations, particularly in matters involving developing and interpretation of major policy and politically sensitive projects/issues. Delegates the basic responsibility for various operations for the administration to appropriate staff members. Keeps Deputy Director generally informed of all facets of the operations through regular discussions and reports.

Qualifications And Education

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-14 grade level, or its non-District equivalent obtained from either the private or public sector. Examples of specialized experience include extensive experience in program and/or project planning and management in the area of assigned responsibility; experience in leading process improvement teams related to service delivery, preferably in a government setting

Knowledge of Federal, State, and local rules and regulations pertaining to assigned agency, division, or program; principles and practices of management, administration, budgeting, training and personnel management is highly preferred.

Work is performed in an office setting that is adequately lighted, heated and ventilated. Normal safety precautions are required.

Other Significant Facts

Tour of Duty: Monday Friday; 8:15 am - 4:45 pm (May be required to work weekends)

Duration of Appointment: Management Supervisory Service (MSS), At-Will Appointment. All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotion Potential: No known promotion potential

Pay Plan, Series, and Grade: MS-0340-15

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit.

Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests.
